Where / how to submit ideas and get rewarded if implemented?

I read this about @orxball suggesting a strategy and it being implemented giving him 10% of the 5% fee; I love this concept as promotes community creativity.

I do have two ideas which could revolutionize things in a positive way; what is the best avenue to submit them? Is there a special forum room for it?
