Proposal Allow Yearn to Use CHI Gas Token

Summary:

High gas prices have been keeping some smaller farmers from being able to move smaller amounts around on the platform. Allowing for CHI gas token to be minted when gas is high would be super helpful.

Abstract:

Allow for CHI gas token to be minted on yearn contracts when gas prices are above a set limit. This would automate the whole process and everyone making a transaction to the system would benefit.

Motivation:

Gas is too damn high.

Specification:

When gas prices are above a set amount, yearn finance contracts mint CHI to reduce transaction costs. I would submit to the community to decide said limit.

Has anyone tried it? Gas fees are very high today (134 gwei).
At the current rate of growth, we will not be able to interact with smart contracts soon, unless you are investing huge amounts.
Seems pretty urgent to me.

I think we need to enable using CHI before having things mint or buy it from the market. In any case I am for adding CHI to be used with YFI however that looks.
