yETH recovery is live

Eligible users can choose between claiming their share of the recovered ETH + Yearn Treasury donation immediately, or staying in the recovery vault and accepting ongoing risk.
Note:
- Choosing to stay in the Recovery Vault means ongoing smart-contract and strategy risk. There will be no recovery of the recovery.
- Claiming & Exiting is irreversible and there is no way to rejoin the recovery vault.
