YIP-54: Formalize Operations Funding

As one of the authors, I’m glad to see it referenced.

In the context of YIP-54 and accountability, contributors are those who would spend funds from the Operations Fund. Being held accountable here, simply means that we track who spends what, when, and what for, in a way that’s public and transparent. This could probably have been made clearer in the text, apologies for that.

It seems like a pre-requisite in order for funds to be able to be responsibly managed. If we don’t do this, then how do we know that funds are being used the right way?

I don’t see this contradicting anything written in How we think about Yearn, requesting to spend funds from the Operations Fund is after all a choice a contributor makes completely voluntarily.
